He believes that affirmative action will result in the bill's passage. "If it got to the House floor, it would easily pass with 65 percent of the vote," Clark predicts. "This is a popular issue in Indiana, but the Democrat leadership in the House, for whatever reason, refuses to allow it to move and allow people to vote on marriage rather than having courts decide.
